The Romanian Secretariat-General of the Government - Center for Analysis and Strategy and the National University of Political Studies and Public Administration (SNSPA) in Romania, in partnership with European University Institute - Globalstat and Robert Schumann Center for Advanced Studies have launched a call for papers for the upcoming International Conference "Measuring Development in Turbulent Times".

The conference will take place in Bucharest, Romania, between 28-29 November 2017. This event is expected to bring together scholars, public and private experts, statistical producers, as well as all other key stakeholders to discuss research and expert opinions on conceptualization of development, measuring development, communicating development and the role of big data in decision making.

Accepted papers will be published free of charge and will be included in the Conference proceedings published by Springer (open access) or in the Romanian Journal of Communication and Public Relations Journal. Accepted papers can be presented either within one of the three following panels (or in the open sessions):
1. Envisaging Development in the Contemporary Society: Theory and Public Debates 
2. Measuring Development: a Difficult Endeavour for Researchers and Policy-Makers 
3. Communicating Development: How to Make Sense in Big Data Series 

The conference is organised within the project "State of the Nation. Designing an innovative instrument for supporting public policies" (SIPOCA 11), which aims to create an aggregator of multidisciplinary statistical data (since 1990 until now), used to produce strategic documents and support decision-making processes.

Call for paper topics

The international conference Measuring Development in Turbulent Times (Bucharest, November 28-29, 2017) will explore the theoretical and empirical challenges related to defining and measuring development, progress and the national performance. The two-day event will provide a venue for discussion and reflection upon pressing issues in the field of development and globalization studies.

Scholars, public and private experts, statistical producers, policy makers as well as all other key stakeholders are invited to contribute papers focused unexclusively on the following topics:
• Theories of development and their limitations. Recent perspectives on development and progress at regional, national and supra-national level;
•  Globalization and supranational integration – providing the setting for development;
• Case studies/ empirical findings on the technical and methodological possibilities for measuring development; tools and instruments designed to be used in the process of grounding strategic documents and public policies;
•  Insights on the proper means of depicting/communicating progress to stakeholders, policy makers and the general public;
•  The connection between objective (measurable) progress towards the development goals, on one hand, and the public perception of that progress, on the other;
•   Evidence-based policy making;
•   Case studies focusing on Romania, the CEE block, and the EU as a whole.

Please note that you may choose to present in one of the conference panels or in open sessions.

Since this conference is part of a EU-funded project, there is no conference fee. Furthermore, the project will fund (flight + accommodation 3 nights in Bucharest) a number of maximum 20 scholars coming from EU Member States, provided they will contribute with relevant presentations and full papers. In order to evaluate their eligibility for project-based funding, willing participants are kindly requested to fill in the online form available here.
